In the Rencana Pembangunan Jangka Panjang Menengah Nasional (RPJMN, National Medium-Term Development Plan) 2010-2014, Indonesia prioritizes the improvement of human resources, including the strengthening of economics competitiveness as well as improvement of science and technological skills. To increase the welfare of the people, Indonesia has been developing its economy based on competitive advantage, wealth of natural and human resources, and the national culture. To achieve the goals, Indonesia strengthens three development strategy pillars: pro-growth, pro-jobs, and pro-poor, in an inclusive and fair development.

Along with the development strategy, the government welcomed the opportunity to compete in the Compact competitive grant run by the Millennium Challenge Corporation (MCC) of the United States of America. The cooperation opportunity was facilitated because the Government of Indonesia and MCC had similar mission to reduce poverty. The mission of MCC is reducing poverty through sustainable economic growth.

In 2007-2009, Indonesia had acquired US$ 55 million of grant from MCC Threshold Program. Indonesia was considered successful in using the grant to finance immunization and anti-corruption programs. The success made Indonesia passed the qualification to participate in the competitive Compact grant program.

MCC Compact Grant must be obtained through competition with other countries. In the fiscal year of 2009, three countries fulfilled MCC requirements to be Compact program grantee candidates: Indonesia, Zambia, and Colombia. Indonesia won the competition to get the five-years grant. The Compact Grant is the largest commitment of the United States of America in the last three decades in Indonesia.

On 19 November 2011, the Millennium Challenge Compact Grant Agreement was signed by both parties in Bali. State Secretary Hillary Rodham Clinton  represented the US Government, while Finance Minister Agus D.W. Martowardojo represented the Government of Indonesia. The grant, which supports the Comprehensive Partnership of US and Indonesia, is implemented since 2013 and will end in 2018.

Grant Specialist

Position Objective:

The Specialist will assist and advise of all aspect of the grant management process and financial oversight of the grants. This responsibilities will include:

  • Assist in reviewing relevant proposed project/program and relevant budget
  • As directed by the Grant Manager, assist the Project/Technical teams (Associate Directors/Managers) in ensuring performance measurement.
  • Work with the GMT in structuring payment schedule against project milestones/deliverables
  • Administer grant disbursement requests for payment
  • Assist in reviewing grants settlements
  • Ensuring compliance with MCC’s, MCA-Indonesia’s, current rules and
  • Other administrative task that relates to grant’s financial administration

Terms and Conditions:

Environment & Social Performance Specialist

Environment & Social Performance Specialist

Position Objective:

  • The Environmental and Social Specialist will work with the ESP Director to actively manage, supervise, monitor and review the environmental and social performance of Compact activities, the implementation of the MCA-Indonesia’s Environmental and Social Management System (ESMS), Environmental Impact Assessments (EIAs) and the proper execution of Environmental and Social Management Plans (ESMP) of all activities undertaken by MCA-Indonesia. The ESP Specialist shall ensure that all activities meet applicable environmental and social performance and safeguards requirements, including MCC Guidelines on Environmental and Social Assessment, MCC Gender Policy, IFC Performance Standards, and Indonesian laws and regulations. The ESP Specialist will also be providing expertise and know-how as well as developing reports related to environmental and social performance and sustainability.
  • The ESP Specialist will also work closely with MCA-Indonesia project teams during project development, implementation and monitoring to ensure that all environmental and social aspects are adequately addressed throughout the project cycle. The ESP Specialist will play a leading role in assessing the environmental, social and health and safety aspects of projects in all three program components of the Compact (Green Prosperity, Procurement Modernization and Community Based Health and Nutrition Projects).

Position Objective:

  • The Contract Management Specialist shall provide a broad range of contract management services. The CMS shall ensure that contract administration and procurement activities are conducted in compliance with the principles, rules and procedures set out in MCC Procurement Guidelines, Indonesia Compact Agreement, and any Supplemental Agreements with respect to Compact funded activities.
